At what level did this fish learn ice beam?

The fish isn’t doing anything- it’s inhaled a small shrimpy creature called on Ostracod and that’s whats producing the light. When the fish (a cardinal fish?) swallowed the Ostracod, the Ostracod starts glowing, which attracts predators that’ll eat the fish, so the fish immediately spits out the Ostracod!
