Jerome wasn’t more in charge than Oswald. Oswald was in charge of the entire underworld. Jerome was in charge of a couple of freaks.
Honestly tho, Oswald has helped Jim out so many times, I don’t see why Jim is such a dick to him. Oswald really is the best person to run the Underworld
